အခုဆိုရင္ႏိုင္ငံျခားရင္းႏွီးျမဳပ္ႏွံမႈဥပေဒသစ္ (FDI Law) စတင္အက်ိဳးသက္ေရာက္ၿပီးျဖစ္တာမို႔ ျပည္ပႏိုင္ငံေတြက ျမန္မာႏိုင္ငံမွာ ရင္းႏွီးျမဳပ္ႏွံဖို႔ ပိုမိုစိတ္၀င္စားလာပါတယ္။ ဒါေၾကာင့္ အခန္း၄၀၀ေက်ာ္ဆန္႔ ၾကယ္ငါးပြင့္ဟိုတယ္တစ္လံုးပါ၀င္တဲ့ အေမရိကန္ေဒၚလာသန္း၃၀၀တန္ အိမ္ရာစီမံကိန္းကို ၂၀၁၃-ခုႏွစ္မွ စတင္ကာ ရန္ကုန္ၿမိဳ႕မွာ ပထမဆံုးအႀကိမ္အျဖစ္ ဗီယက္နမ္ႏိုင္ငံက အေကာင္အထည္ေဖာ္ေဆာင္ရြက္ေတာ့မွာ ျဖစ္တယ္လို႔ သိရပါတယ္။

STRUC: (The Foreign Direct Investment Law has just come into effect in Myanmar, thus attracting growing attention from many foreign countries) that are keen to make investment in Myanmar. So, Vietnam is going to make investment for the first time in a 300 million US dollars housing estate project including a five-star hotel with 400 bedrooms in Yangon this year.

အဆိုပါစီမံကိန္းကို ဗီယက္နမ္ႏိုင္ငံအေျခစိုက္ကုမၸဏီတစ္ခုျဖစ္ၿပီး ရန္ကုန္ၿမိဳ႕မွာ လုပ္ငန္းမ်ားေဆာင္ရြက္လ်က္ရွိတဲ့ Hoang Anh Gia Lai (HAGL) က အေကာင္အထည္ေဖာ္ ေဆာင္ရြက္သြားမွာျဖစ္ၿပီး ဗီယက္နမ္ကုမၸဏီအေနနဲ႕ အဆိုပါက႑မွာ ပထမဆံုးအႀကိမ္ရင္းႏွီးျမဳပ္ႏွံမႈ ျဖစ္တယ္လို႔ ဆိုပါတယ္။

STRUC: (Vietnam-based company Hoang Anh Gia Lai (HAGL), which also does business in Yangon), will implement the project and it is its first investment in that field in Myanmar.

“HAGLဟာ ဟိုတယ္္္နဲ႕ခရီးသြားက႑ကို ၀င္ေရာက္လာတဲ့ပထမဆံုး ဗီယက္နမ္ရင္းႏွီးျမဳပ္ႏွံသူ ျဖစ္႐ံုသာမက ဟုိတယ္/ခရီး FDI စုစုေပါင္းရဲ႕ ၂၆ရာႏႈန္းရွိတာေၾကာင့္ အႀကီးဆံုးျပည္ပရင္းႏွီးျမဳပ္ႏွံသူလည္း ျဖစ္ပါတယ္္္္”လို႔ ဟုိတယ္နဲ႕ခရီးသြားလာေရး၀န္ႀကီးဌာန ျပည္ေထာင္စု၀န္ႀကီး ဦးေဌးေအာင္က ေျပာၾကားခဲ့ပါတယ္။

“Union Minister for Hotels and Tourism U Htay Aung said, “HAGL is not only the first Vietnamese investor in the hotel and tourism sector but also the largest foreign investor with a 26% stake in the total hotel and tourism FDI.”

ယင္းစီမံကိန္းကို ရန္ကုန္ၿမိဳ႕ရဲ႕ အခ်က္အခ်ာက်တဲ့ေနရာမွာ အေကာင္အထည္ေဖာ္မွာျဖစ္ၿပီး စီမံကိန္းကာလ ပထမအဆင့္ဟာ ၂၀၁၃မွ၂၀၁၅အထိ သံုးႏွစ္၊ ဒုတိယအဆင့္ဟာ ၂၀၁၆မွ၂၀၁၈အထိ၃ႏွစ္္ၾကာျမင့္မွာ ျဖစ္တယ္လို႔သိရပါတယ္။

The project will be implemented in a strategic area in Yangon in two three-year phases—the first is from 2013 to 2015; and the second, from 2016 to 2018.

မူလက ခရီးသြားလုပ္ငန္းႏွင့္အိမ္ရာေစ်းကြက္မွာ စကၤာပူ၊ ထိုင္း၊ ဂ်ပန္ႏွင့္ေဟာင္ေကာင္တို႔ကသာ အဓိကရင္းႏွီးျမဳပ္ႏွံခဲ့ၾကေပမဲ့ FDI ကိုအတည္ျပဳခဲ့တဲ့ ၂၀၁၂-ခုေနာက္ပိုင္းမွာေတာ့ ဗီယက္နမ္ႏိုင္ငံက အဲဒီ Four-Pillar Position ကို စတင္ထိုးေဖာက္ဖို႔ႀကိဳးစားလာတာျဖစ္ပါတယ္။ စီမံကိန္းအတြက္ လုပ္ေဆာင္ရမည့္ ဥပေဒေၾကာင္းဆိုင္ရာ အဆင့္မ်ားအားလံုးကို ေဆာင္ရြက္ၿပီးျဖစ္တယ္လို႔ HAGL Land မွ အေထြေထြဒါ႐ိုက္တာ လီေဟာင္ကေျပာၾကားခဲ့ပါတယ္။

Previously, Singapore, Thailand, Japan and Hong Kong were the major investors in the tourism and housing estate market. However, since 2012, in which FDI Law was adopted, Vietnam has been trying to vie with them for market share. General Director Lee Yong said that they had taken all legal steps for the project.

“ဒီစီမံကိန္းစတင္ႏိုင္ဖို႔ ဗီယက္နမ္ႏိုင္ငံစီးပြားေရးစီမံကိန္းနဲ႕ရင္းႏွီးျမဳပ္ႏွံမႈ၀န္ႀကီးဌာနရဲ႕ လိုင္စင္ခ်ထားေပးမႈကို ေစာင့္ဆိုင္းေနပါတယ္။ ျမန္မာႏိုင္ငံဟာ ေန႔စဥ္ေျပာင္းလဲေနတဲ့ ေစ်းကြက္တစ္ခုျဖစ္ပါတယ္။ ရင္းႏွီးျမဳပ္ႏွံလိုသူေတြ ပံုေအာလာဖြယ္ရွိတာေၾကာင့္ ကၽြန္ေတာ္တို႔ကလည္း ဒီေစ်းကြက္မွာ ေနရာတစ္ေနရာေတာ့ရခ်င္ပါတယ္္္္” လို႔ ၄င္းကဆိုပါတယ္။ ျမန္မာႏိုင္ငံဟုိတယ္နဲ႔ခရီးသြားလုပ္ငန္းမွာ စကၤာပူႏိုင္ငံက အႀကီးမားဆံုးရင္းႏွီးျမဳပ္ႏွံထားကာ ယင္းေနာက္တြင္ ထိုင္း၊ ဂ်ပန္နဲ႔ ေဟာင္ေကာင္တို႔က အစဥ္လိုက္ရပ္တယ္လ်က္ရွိပါတယ္။

He said, “To launch the project, we are waiting for the Ministry of Economic Planning and Investment of Vietnam to give us license. Myanmar is an ever-changing market and it is poised to receive gold rush, so we are eager to gain a foothold in the Myanmar market.” For the time being Singapore is the largest investor in Myanmar’s hotel and tourism sector, followed by Thailand, Japan and Hong Kong.     (အလွဆင္သူဂ်ာနယ္၊ ၂-၁-၂၀၁၃၊ စာ-၁၈)
